Identification; voting; applying for benefits; accessing health services; travel within the Eastern Caribbean (OECS)
The multi-purpose identification card was developed as part of a regional identification system being implemented by the Organization of Eastern Caribbean States (OECS).
Citizens of OECS states have the right to freedom of movement; travel between OECS states is permitted with a national identity card.

Although the card is voluntary, officials have speculated that possession of an identity card may become mandatory for voting at some point in the future. However, there are no plans to make it mandatory at present.
